General Description

Performs entry-level human resources management work and technical assistance that involves assisting and streamlining our recruitment processes while ensuring compliance with essential state and federal employment laws, rules, and regulations. This involves managing job requisitions, and guiding our hiring officials through the recruitment process by refining and updating s to attract top candidates; screening employment applications for vacancies and providing qualified applications of applicants to hiring officials; responding to all internal and external inquiries on job requirements; managing other recruitment sources; assist with recruitment reports and other recruitment initiatives; keeping hiring officials informed and provide updates on job postings; gather all screening tools and interview questions; assemble and maintain supplemental questions for CAPPS recruitment for future job vacancy openings. Gather completed job applications from all deliverable sources to provide to hiring officials; upon request, provide back-up assistance within the human resources administrative support activities. Works under the supervision of the Human Resources Director with limited latitude for the use of initiative and independent judgment.

Principal Duties and Responsibilities :

50% Recruitment Responsibilities:

  • Establish and manage job requisitions in CAPPS and WorkInTexas and other various platforms to attract qualified candidates.
  • Collaborate with hiring officials to refine and standardize s for preparation to post job vacancies that will appeal for our recruitment efforts.
  • Conducts regular review of agency's s to determine if revisions are necessary.
  • Proactively research and recommend new sources for active candidate recruiting.
  • Ensures job vacancy information is shared with other departments for advertisement requirements and closing dates.
  • Maintains prompt and informative communication with our hiring officials to facilitate a positive recruitment process while following state and federal employment laws, rules, and regulations.
  • Work closely with HR Director to ensure all screening tools and interview questions are in compliance with essential state and federal employment laws, rules, and regulations.
  • Ensure all job posting information (i.e. final selection rating, interview questions and responses, screening matrix, interview results) are saved into the job placement folder in a timely manner.
  • Save chosen applicant's application in job placement folder and their e-file personnel folder.
  • Manages all notifications to applicants of status of job vacancies.
  • Assists with developing recruitment procedures to ensure departmental operational efficiency.
  • Responds promptly to all applicants and may proactively guide applicants through the application process.
  • May perform reference, license, and background checks on candidates to ensure hiring criteria is met.

25 % Administrative Responsibilities:

  • Attends University career fairs to build and establish a pipeline for future job opportunities and brand awareness.
  • Assists with filling temporary short-term job assignments across the agency by gathering s and coordinating with hiring official and with the temporary vendor.
  • Coordinate the City Summer Youth Internship Program.
  • Assist with maintaining the agency's vacancy position count.

20% Position Management

  • Create, update, and track agency positions in CAPPS.
  • Clone positions in CAPPS for filling when necessary.
  • Audit exception positions CAPPS report.
  • Create, update, and track job classifications.

5% Performs related work as assigned such as special projects and other HR related duties.

Experience and Education

  • Graduation from a standard senior high school or equivalent is required.
  • A bachelor's degree in human resources, business, or related field is preferred.
  • Experience with the CAPPS system is preferred.
  • Work experience utilizing current human resources management practices, state, and federal laws, and regulations governing policies and procedures is preferred.
  • Work experience performing recruitment work responsibilities preferably in a Texas Government agency is preferred.
  • Must possess a strong sense of confidentiality to be able to learn the state and federal employment laws that governed our recruitment processes.
  • Must be in good performance standing in the agency and in your department.

Knowledge, Skills, and Abilities

  • Knowledge of human resources related policies, procedures, and practices.
  • Knowledge of state and federal employment laws, guidelines, policies and procedures.
  • Knowledge of Micro Software package, TEAMS, and SharePoint.
